I'm reading this article and it is really talking about an application that needs to be windows form application.
From what I understand is that a windows form application will only have one instance of itself running at any given time.
So would it be correct to say that in a console app there will be multiple instances of the application running at once?

A console application does not necessarily mean it's running on the console. It could be a.Net windows application, a Java application, etc.
As to having multiple windows instances running, if you're running a Windows application that has multiple windows and multiple instances of it, you will have multiple instances of that application running.
If you run a console application in a console window, and it is running more than once, you will see more than one console window open if you're running more than one instance of your application.
What is the value of a small dose of IVIG in children with symptomatic acute asthma?
We assessed whether low-dose intravenous immunoglobulin (IVIG) therapy might be useful for children with acute asthma to reduce systemic and bronchial inflammation. Twenty-five children aged 2 to 15 years with moderate to severe acute asthma were randomized to receive either a single intravenous dose of 400 mg/kg of IVIG (n = 13) or placebo (n = 12) over 30 minutes. Efficacy was assessed at 15 minutes and 30 minutes after the infusion. Symptoms and lung function parameters were measured at baseline and hourly until 2 hours postinfusion. Blood and sputum were sampled to measure inflammatory markers, and lung biopsies were performed. There were no significant differences between the IVIG and placebo groups in change from baseline in any of the clinical outcome measures between 15 minutes and 2 hours. In addition, there were no differences between the IVIG and placebo groups in airway hyper-responsiveness (AHR), percentage neutrophils in sputum, or concentrations of blood or sputum eosinophils or neutrophils.
